Speaker Biography

Governor Greg Abbott has appointed Sylvia Hernandez Kauffman as the Inspector General for Health and Human Services, effective February 1, 2018.

Sylvia Hernandez Kauffman of Austin has served as the Principal Deputy Inspector General for Health and Human Services since early 2016. Previously, she served in strategic leadership roles at the Inspector General’s Office and at the Texas Health and Human Services Commission.

A native Texan, born and raised in the Rio Grande Valley, Sylvia was the first person in her family to attend college. She earned her Bachelor of Science degree in Computer Science from Stanford University. Sylvia received her Master in Public Policy from Harvard University. Sylvia lives in south Austin with her husband, David, and their three children, Daniel, Natalia, and Isabella.


Speaker Biography

Joanne Palmer has a passion for Research Administration as well as advising organizations and individuals on the topics surrounding the many facets of Sponsored Programs spanning the gambit of planning, requesting, and managing a funded program with a variety of sponsors including federal, state, local government, private, and non-profit funders.

Joanne has 10 years’ experience in the capacity of Research Administration within an institution of higher education. Knowledge and experience of the many regulations facing sponsored programs is a continuously developing experience. This knowledge changes as it interrelates within the many levels of federal, state, local and funder regulations. A vital part of the many stages of sponsored programs including proposal development, award management, and contract negotiations. Joanne is currently a Contracts Manager within the Office of Sponsored Programs at Texas State University which oversees the review, negotiation, and execution of incoming sponsored program contracts as well as the initiating and negotiating of outgoing sponsored program agreements also known as Subawards. In prior opportunities her hands-on experience has developed a depth of understanding within sponsored programs covering the many levels of regulations and the impact on proposal planning, budgeting, and proposal preparation, as well as other issues such as compliance, fiscal oversight, financial reporting, audit, and training.

Joanne is a co-founder of EZ Biz Services which offers consulting and services within the realm of sponsored programs and strategic management to a variety of organizations. Achieving an MBA at Texas A&M University-Corpus Christi in 2006 she continued her studies in the attainment of a Certified Research Administrator (CRA) in 2006 as well as Certified Government Financial Manager (CGFM) in 2010. Joanne is a member of the Association of Government Accountants (AGA), National Council of University Research Administrators (NCURA), Society of Research Administrators (SRA), and Toastmasters International (TMI). She has had opportunities to present to various audiences in several venues within her professional endeavors.
